Guaranty Recoupment Charge Ruling Expected Soon
On Nov. 15, the Texas Department of Insurance held a hearing to determine the Guaranty Assessment Recoupment (GARC) fee to be charged in connection with the failure of Southern Title Insurance Corporation. We anticipate the Commissioner will rule on the exact amount of the fee by mid-December, with an early January effective date for compliance. Title agents should begin preparations internally now to be ready to collect this fee starting in January. It's important to note that this GARC Fee is different than the Guaranty Fee, which is being reduced from $2.00 to $0.00 beginning Jan. 1, 2014. You can read more about that fee

The Texas housing market is reacting to the massive influx of new residents spurred to move to the Lone Star state in search of high-paying energy and professional service jobs, as well as low cost of living. As more residents move to Texas from other states with a higher median home prices, the housing markets in Dallas, Houston and Austin have been bolstered by rising home prices of double-digit year-over-year growth, according to technology-based real estate brokerage firm Redfin's latest report."
