TDI RULEMAKING HEARING UPDATE


The Texas Department of Insurance held its Biennial Rulemaking Hearing on October 2. The agenda items and TLTA's positions can be found on the TLTA website. At this time, no decisions have been rendered and the Commissioner has chosen to leave the record open for comments until October 31, 2008. We will continue to update you as information becomes available. Special thanks to the TLTA Regulatory Committee, the witnesses who testified on behalf of TLTA and all of our volunteers for your hard work and dedication - we couldn't do it without you!

NAVIGATING THE WATERS OF SENATE BILL 300


Carl Pankratz, Republic Title, provides insight to Senate Bill 300 - relating to the duration of judgment liens in favor of the state.

April 23, 2007, the Texas Legislature passed a bill to extend the duration of an abstract of judgment in favor of the State of Texas or a state agency to 20 years. Titled Senate Bill 300, this bill serves to amend the Texas Property Code in a manner that will profoundly affect the data reported as part of a routine title examination. Given that title examination is at the heart of our industry, it is important we attempt to fully understand the significance of Senate Bill 300 in order to effectively modify our practices to ensure full compliance.

Imagine our surprise at the October 2 TDI Rulemaking Hearing when Burnie Burner, General Counsel for the Texas Guaranty Association, testified that the TLTA website was an excellent resource.

Bert Corkill, 1937 - 2008

Bert joined Stewart Title in 1956 and following management positions in Beaumont and Galveston, moved to Houston in 1972 to manage and expand the Houston operations for the company. He was named a region manager in 1974 and worked to spread the agency network and often assigned to analyze offices in other parts of the country to improve profitability. He retired in 2000 as the Chairman of Stewart Mortgage Information, but continued to serve as Chairman of National Closing Solutions until 2006.


Joyce Henderson, 1941 - 2008

Joyce was the Senior Examiner and Chief Title Officer at LandAmerica Production Center in Houston, Texas. Serving in the industry for more than forty-five years, she trained possibly thousands of title industry people directly or indirectly. There will be a gathering of old friends at Blanco’s on West Alabama in Houston on Thursday, October 16th from 4PM to 7PM to celebrate Joyce's life. Read Full Obituary.





Laurie Lang, 1958 - 2008

Laurie was hired by Gordon Hollon in 1991 to manage Kendall County Abstract Company. She was later joined by her husband Mike and together they managed the company for Mr. Hollon until his death in 2002 at which time they purchased the company from Mr. Hollon’s estate. Laurie enjoyed doing things that brought joy to others and satisfaction to her - like personally baking each employee’s favorite birthday dessert. 

Robert “ Bob” Merritt, 1932 - 2008

Bob was active in the Texas title industry from the mid-1950s until his retirement in 1990. In 1972, Bob moved his family to Conroe, Texas to accept a position as manager of Conroe Title Company, where his knowledge, experience and dedication soon brought him to the attention of national underwriter Old Republic Title Insurance Company. Bob remained with Old Republic until retirement, eventually serving as its southwest regional vice-president.
