TLTA Monitoring Notary Bill HB 3309 - Would Legalize Webcam Notarization

HB 3309, filed in the Texas Legislature this Session, is proposed legislation that includes a provision to legalize webcam notarization. It is attracting a great deal of opposition from notary publics and has also raised concerns within the title industry. You may have seen or received an urgent message from the American Association of Notaries outlining their concerns and urging folks to contact their legislators.  

TLTA flagged the bill the moment it was filed and has been monitoring it closely since that time. Our legislative committee has discussed and is watching it as well as our lobby team. The bill was referred to the State Affairs committee on March 18th. It was only filed in the House and has not yet been posted for a hearing. Those are signs that it may not get traction this session, but rest assured that TLTA is staying on top of this proposed legislation and will engage it when and if it moves through the process. ALTA Requests Changes to CFPB's New "Your Home Loan" Consumer Toolkit

ALTA's chief executive officer, Michelle Korsmo, says the new consumer toolkit is a good resource but needs three alterations. One change ALTA recommends is for the toolkit to include all the costs that come with owning a home such as power, electricity and water.

It Will Take a Village to Close a Mortgage in 2015

Closing a mortgage is already a lengthy difficult process which may get more frustrating and complicated as of August. One of the main changes is that the HUD-1 and final Truth in Lending Disclosure will be combined into the Closing Disclosure and will need to be provided to the consumers three days before closing. Currently, it is a struggle to provide the necessary forms the day of closing.
