Sen. Charles Schwertner Recognized with Outstanding Legislator Award

TLTA was pleased to recognize Sen. Charles Schwertner as a recipient of this year’s Outstanding Legislator Award during our Annual Conference this year. He was unable to attend the event in June so we connected with him in his district last week. It was an honor to present this award to him in person.
Since joining the legislature in 2011 and the Senate in 2013, Sen. Schwertner has made significant impacts. As Chairman of the Senate Committee on Business and Commerce and the Sunset Advisory Commission, he oversees numerous policy areas for the state of Texas, including electric utilities, insurance, banking, technology, telecommunications, and the Property Code.
His leadership in these areas has been invaluable in supporting and strengthening the Texas real estate market.

ICYMI: TDI's Basic Manual and Statistical Plan Updates - Where to Find New Forms, Rules and Redlines of Changes

The Texas Department of Insurance has adopted changes to the Basic Manual of Rules, Rates, and Forms for the Writing of Title Insurance in the State of Texas, which will be effective Nov. 1. TDI also adopted changes to the Statistical Plan, which will be effective Jan. 1, 2025.

Key things to know about the changes referenced above
- Changes to the Basic Manual are effective November 1, 2024.
- Changes to the Statistical Plan are effective January 1, 2025.
- The adopted changes are substantively the same as the proposed changes published May 31. Only minor typographical corrections were made in the final adopted version.

On Sept. 25, 2024, TDI adopted changes to the Basic Manual of Rules, Rates, and Forms for the Writing of Title Insurance in the State of Texas.
To ensure TLTA members are prepared for these upcoming Basic Manual changes, we launched a Dateline series, Basic Manual Update - Countdown to Nov. 1, to provide detailed overviews of the modifications that will be implemented in the Basic Manual starting Nov. 1.
This multi-part series covers revised rules and forms, helping you understand and implement changes by the November 1 effective date to ensure you and your business are in compliance with state regulations. We are grateful to TLTA Regulatory Committee Chair Roland Love for producing this series, as well as the webinar that you will find below.

TDI Adopts Updates to Rules Re: Electronic Communication to Comply with HB 1040 Passed Last Legislative Session

TDI has adopted amendments to Chapter 21 - Trade Practices of the Texas Administrative Code related to insurer's requirements to report certain information to customers electronically.
These reporting requirements were approved by the Texas Legislature during their regular session last year via passage of HB 1040.

The scammers are contacting Texas Land Title Institute attendees and sponsors by phone regarding their hotel room reservations. Please be cautious of any unsolicited calls asking about your hotel booking details for Institute.
