Gov. Abbott Extends Emergency Use of Remote Ink-Signed Notarization (RIN)
Temporary suspension of statute extended until June 30

On May 21, TLTA sent a letter
to Gov. Abbott requesting he modify the emergency executive action that allows the temporary use of Remote Ink-Signed Notarization (RIN) by extending the original May 30 termination date. We were informed that the governor granted that request at 1:30 p.m. today, extending the period of time during which RIN can be used to June 30, 2020.
While there's no official notice or press release available to share with you regarding the extension of this emergency executive action, we wanted to make you aware of the extension because the existing approval or RIN expires May 30. As soon as official notice is available, we’ll post it in the special RIN section on our COVID-19 page
and report it in Dateline.
These are the conditions that apply whenever this suspension is invoked
under the existing order. Again, if new guidance is issued, we will post it to our website immediately and report on it in Dateline.
Giving Texas consumers the opportunity to continue choosing RIN further enhances our industry's ability to serve the public with great efficiency and safety. Since the governor granted our original request, title professionals have worked within the guidelines made part of the suspension with success and confidence in its security, helping ensure the integrity of real estate transactions statewide, and that good work will be allowed to continue through June 30 under the governor's action today.
Following TLTA's request in April
, Gov. Abbott temporarily suspended traditional notary regulations
to allow for temporary use of RIN under COVID-19 public health protocols. Under RIN, a "wet signature" is still used, but the signature is witnessed by a notary via video and audio channels, and the notary seal is affixed at a later time.
