The holiday season is upon us! It is a joyous time of year with many distractions, special activities, and an abundance of demands on our time. Many of us at TLTA will have to put our festivities on hold, at least for a few weeks.

It's hard to believe it's already November, with the holidays just around the corner. Before any of us can relax, however, our TLTA plate will be overflowing for the next six weeks or so. First, of course, the upcoming Rate Hearing will be held on December 15 at 9:30 a.m. at the Texas Department of Insurance in Austin.

TLTA leadership and committees have literally "hit the ground running" during the month of August. Although the dog days of summer are still very much with us as far as the temperature goes, we have had little opportunity to relax and enjoy these last days of summer. Committee chairs have many projects and initiatives that are in their initial stages, and a full agenda is on tap for the fall.

July 2003 (Special Message - P-24/P-53 Update)

The TLTA Board of Directors met last week, and I want to update you on action that was taken on the proposed P-24 revisions as well as on proposed P-53 that deals with rebates and discounts. As you know, we have been working for more than a year on both of these issues and have made every effort to seek as much industry input as possible and to develop proposals that have the support of the majority of our members. Both are difficult and multi-faceted issues and I applaud the task forces and the Board of Directors for their hard work in seeking solutions.

I would like to express my appreciation to all who attended the Annual Conference at The Woodlands Resort earlier this month. I've heard many of you comment on the excellent educational programs that were offered, as well as the outstanding line-up of social events and speakers. If you didn't attend the conference this year, it's going to be "Smooth Sailing" in Corpus Christi next year. Our excellent staff is already planning another stellar event,so mark your calendars for June 4-6, 2004.

I would like to take this opportunity to report to you on the progress we've made over the past year, and to thank you for giving me the opportunity to serve TLTA. I am very proud of our accomplishments, as well as the notable progress we have made on several important issues. We have worked well together, and have taken the time to consider different sides of each issue. By listening to each other, sharing information, and learning from each other, we developed a new strategy for problem solving and consensus building.

The TLTA Board of Directors will hold a special town hall meeting in Austin on Wednesday, June 11, 2003 at 10:30am at the Stephen F. Austin Intercontinental Hotel701 Congress Avenue. The primary purpose of the meeting will be to receive comments from TLTA members on proposed amendments to TLTA Board Approved P-24 Proposal that have been submitted to the Texas Department of Insurance by a group of industry members. If time allows, comments will also be heard on the proposed Procedural Rule P-53 regarding Rebates and Discounts.Please note: These are both proposed rules submitted to and pending before the Commissioner of Insurance. They are not effective and will not become effective unless adopted by the Commissioner after a public hearing

I am pleased to report the TLTA Board of Directors voted last week, by an overwhelming majority, to support a new recommendation of the P-24 Task Force for a proposed revised rule to be submitted to the Texas Department of Insurance. It is important to note this new recommendation is different than the one that was submitted to the membership in August for review. Based on input we received from the various members at our open meeting in September regarding the earlier proposal, the task force went back to the drawing board and the result is the new recommendation.
